The State Interagency Coordinating Council
The Maryland State Interagency Coordinating Council (SICC) is established in accordance with the provisions of the Individuals with Disabilities Education Act (Part C). The mission of the SICC is to advise and assist the lead agency, the Maryland State Department of Education (MSDE), in administering, promoting, planning, coordinating and improving the early intervention and preschool special education systems to assure that all children with disabilities, birth to 5 years, and their families have access to appropriate developmental and educational services. The SICC membership includes stakeholders in Maryland’s early intervention and education system of services for children ages birth through five. Members include parents of children with disabilities, service providers, staff from local colleges/universities, State agency administrators, and State legislators.
