For over fifteen years, Richard provided leadership in the Council for Exceptional Children’s professional standards and practice initiatives. As the Council for Exceptional Children Principal for Professional Standards and Services, he developed, managed, and evaluated numerous projects of national significance.
Richard continues to believe passionately that the quality of a child’s learning depends on the quality and professionalism of the teacher. He focuses on issues of teacher quality and preparation, evidence-based professional practice, and special education leadership in the context of standards and school reform.
Since leaving CEC, he has been writing and consulting in teacher preparation, educator professionalization, and program performance.
Richard brings a unique depth and wealth of experience in the service of children with exceptionalities. He has been a teacher, a state education department project director and policy analyst, a district supervisor of special education, and a university professor. He is the recipient of numerous grants and has published, presented, and consulted widely. He has served on various national advisory committees and provides CEC leadership with major policy and practice stakeholders including state departments of education, institutions of higher education, national organizations, and the U.S. Department of Education.
Richard has managed numerous national projects and initiatives, providing Council for Exceptional Children leadership to departments of education in the States & Provinces, institutions of higher education, national organizations, and the U.S. Department of Education. He maintains frequent communications with leaders in Council for Exceptional Children, and with leaders in national agencies and associations externally. Richard is an accomplished leader facilitating national initiatives and committees including Council for Exceptional Children Professional Standards & Practice Committee & Knowledge & Skills Committee.
Richard has two wonderful granddaughters, and is an avid outdoor enthusiast including marathon running, skiing, swimming, climbing, hiking, and motorcycling.
