Children‘s Medical Services

(CMS) Program—The Children’s Medical Services Program is a joint federal/state/local program.  CMS assists families in planning and obtaining specialty medical and rehabilitative care for children who have a chronic illnesses or disabling conditions which interfere with normal growth and development.  The program has both medical and financial eligibility requirements.  If your child needs special medical or rehabilitative services which you cannot afford, apply for assistance.  Call for an application to be mailed to you.

Early and Periodic Screening, Diagnosis and Treatment

(EPSDT)– The Early Periodic Screening, Diagnosis, and Treatment (EPSDT) Program is the child health component of Medicaid. It’s required in every state and is designed to improve the health of low-income children, by financing appropriate and necessary pediatric services. EPSDT is designed to address physical, mental, and developmental health needs. Screening services “to detect physical and mental conditions” must be covered at periodic intervals, as well as diagnostic and treatment coverage.

Maryland Children’s Health Program

(MCHP) –This program provides full health benefits for children up to age 19 and pregnant women of any age.  Families with low to moderate income are eligible.  Medical services are provided through the HealthChoice Program, a series of Managed Care organizations (MCOs) throughout the state.

The Coordinating Center

Comprehensive care coordination for individuals with complex medical needs and disabilities, allowing them to be fully included at home and in the community. The Coordinating Center can assist families participating in programs such as, the Model Waiver , Medical Assistance Rare and Expensive (REM) Case Management, Family
Resource Fund Committee and Autism Waiver program. Service coordination is provided through the Maryland Community Choices for adults with physical disabilities and the Maryland Infants and Toddlers Program.

Specialized Health Need Interagency Collaboration

The Specialized Health Needs Interagency Collaboration project (SHNIC) is a partnership between the Kennedy Krieger Institute, other local hospitals, and the Maryland State Department of Education.  The primary goal is to provide community education that facilitates the inclusion of students with specialized health needs into the community.  Through on-site training and technical assistance offered at no cost, the skills are taught to safely and effectively manage the needs of children and adolescents with specialized health needs and to help those children integrate into their schools and communities.

Harford County

Harford County Health Department
The Administrative Care Coordination Unit (ACCU) is the local arm of the Department of Health and Mental Hygiene (DHMH) and the Maryland Medicaid Program. ACCU answers questions about Health Choice, the Maryland Children’s Health Program, choosing an MCO, choosing a doctor, Medical Assistance benefits, and helps with accessing care. ACCU assists in locating mental health services, substance abuse treatment services, dental services, specialty providers and care coordination services for medical assistance recipients.

The Medical Assistance Personal Care program provides assistance with activities of daily living to Medicaid recipients who have a chronic illness, medical condition or disability. Personal care services are provided by self-employed or agency-employed providers, who are approved and monitored by a registered nurse. Personal care services are provided in the eligible individual’s place of work, home, or community residence. Health Department staff provides orientation and assist the potential personal care provider with Department of Health and Mental Hygiene (DHMH) enrollment, as well as process the care provider’s billing once enrolled.

Adult Evaluation and Review Services (AERS) is a Maryland mandated program that provides comprehensive evaluations by a registered nurse or social worker, for aged and functionally disabled adults who need long-term care and are at risk for institutionalization. AERS staffs identify services that can help individuals either remain in the community or in the least restrictive environment where they are able to function at the highest possible level of independence. AERS staff also provide Pre-admission screenings and Resident Review evaluations, Statewide Evaluation and Planning Services evaluations, Geriatric Evaluation Services evaluations, as well as provide comprehensive evaluations for the Senior Housing Waiver, the Medical Adult Day Care Waiver, the Older Adult Waiver and the Living at Home Waiver.
